Hochul’s office in Midtown Manhattan on Monday, demanding the arrest of the corrections officers and staff involved in a horrific deadly beating of inmate Robert Brooks at an upstate prison that was captured by officer-worn body-cameras.

On Monday afternoon, Hochul visited the facility where about a half-dozen uniformed New York State Department of Correction officers on Dec. 9 were caught on camera viciously beating Brooks — including punching him in the face and body and stomping on him while Brooks was handcuffed and had his legs shackled in the infirmary.

In the videos, the officers repeatedly punch Brooks in the face and body and yank him around by his neck while other officers and prison staff can be seen in the background smiling and laughing. At one point the officers appear to stuff something into Brooks’ mouth, before holding him down and seeming to cover his mouth and nose as the beatings continue, the videos show.

Brooks, who was serving a 12-year prison sentence for assault, appears to be unconscious and unresponsive through most of the video. He was eventually taken to an area hospital, where he died the next day.

The initial cause of death has been determined as “asphyxia due to compression of the neck,” though full autopsy results are still pending, officials said.

Last week, Hochul directed the state’s corrections department commissioner to fire more than a dozen workers involved in the fatal attack. The incident is undergoing an internal review, according to DOC officials; none of the officers have yet been criminally charged in Brooks’ death.

Criminal justice advocates praised the additional reforms the governor announced Monday, but demanded the officers and staff involved in the attack be held accountable as well.

“We understand that the governor went to visit Marcy Correctional Facility. That’s not enough. That’s not enough. We need jail time for these officers,” Rev. Kevin McCall said, addressing the crowd. “We are demanding that every single person, every single officer that had anything to do [with the attack] be fired and arrested,” McCall added.

According to police, around 2:30 p.m., the woman was in the crosswalk at W. 36th St. and 9th Ave. when the SUV, traveling southbound on 9th Ave., barreled into her and drove off.

“She was crossing the street and the car came up and made a left turn and hit her,” said Tahani Awad, who works at 9th Ave. Deli and witnessed the incident. “I hope that lady is okay because she looked to be in bad condition.”

“The guy just took off, he didn’t even stop to check if she was fine or nothing,” Awad added. “That’s heartbreaking. It’s sad that you just left the lady on the street,.”

EMS transported the injured woman to Bellevue Hospital in serious but stable condition, according to police. The SUV fled the location and did not remain on scene.

An investigation is underway.

Just before 5 p.m., two gunman opened fire in the middle of White Plains Road in the Gun Hill section of the Bronx, striking six people, including the mother and daughter who were innocent bystanders in the hail of bullets during a “brazen and heartless attack,” acting Chief of Department John Chell said at a press conference.

The mom and daughter were standing at the counter of a bodega when the shooters, who ranged in age from 18 to 21, opened fire. The intended targets of the shooting then ran into the bodega, bumped into the pair, and spun them around to use as “human shields,” Chell said.

“What we know by video so far is we have two shooters running across White Plains Road shooting at a group of people in front of the convenience store,” who then ran into the store, “grabbed” the mom and daughter to use as barriers to the bullet barrage, Chell said.

The 40-year-old mother was shot once in the stomach. Her 12-year-old daughter was shot in the leg.

“We have additional four males shot in their arms and legs,” Chell said.

The intended target of the shooting was not hit, Chell said, adding: “We do not have a motive for the shooting,” at this time.

Yun Li was in the basement of a building on Haight St. near 41st Ave. in Flushing when a trio of crooks tried to rob the place about 9:20 p.m. on Dec. 19, cops said.

The robbers shot Li in the head and a 42-year-old man in the cheek before fleeing the gambling joint.

Medics rushed Li to New York-Presbyterian Hospital Queens in critical condition. He died four days later.

Li lived within walking distance of the building where he was shot.

The 42-year-old man shot in the cheek ran from the scene to the hospital, where he was treated and released.

Three men were seen running from the scene after the shooting, police said. The men jumped into a white SUV with front-end damage and sped off.

Flushing residents told the Daily News that illegal gambling halls were an open secret in the neighborhood, but violence at these places was a rarity.

“There are a few underground gambling … rooms around this block,” said a neighborhood cabinetmaker who didn’t want to give his name. “I think this happens a lot. It’s just only this time people were shot.”

No arrests have been made so far.

Video released by cops Sunday shows individuals dressed all in black, with black face masks, who are believed to be responsible for the spree. Cops are looking for 10 people in total.

According to police, the crew typically surrounds the victim and forcefully removes their belongings before fleeing on foot. Two of the robberies took place inside Starlight Park on  Sheridan Blvd., adjacent to the NYCHA complex Bronx River Houses.

In the first incident, on Nov. 25 around 9 p.m., the thieves surrounded a 23-year-old man near the Cross Bronx Expressway and Virginia Ave. and forcefully removed his jacket. The crew also stole electronics, jewelry, Apple air pods and cash from other victims.

One robbery occurred on Dec. 4, two heists took place on Dec. 5, one on Dec. 7 and three on Dec. 14.

Last week, police released a picture of a member of a robbery crew that pulled off 11 similar thefts of pedestrians between July and November, also in the vicinity of Bronx River Houses, near E. 172nd St. and Sheridan Blvd., close to the Cross Bronx Expressway.

Police said the 11 robberies between July and November, and the eight robberies between November and December were committed by different crews.

Just after midnight Sunday, a gang of five men surrounded the sleeping rider and tried to take his bagged belongings as the train approached the 61st St. and Woodside Ave. station in Woodside — punching and kicking him when he woke up and struggled to grab back his bags, authorities said. In the fray, the man stabbed two of his assailants, killing one.

“We cannot have thieves ganging up on any individuals inside the transit system. It is our responsibility to make sure that people have safe access to the subway, which is an intricate part of New York City,” Queens district attorney’s Melinda Katz said in a statement.

Henry Toapanta, 32; Oswaldo Walter, 29; Jose Valencia, 35; and Philipe Pena, 26, have been charged with assault and robbery. All are unhoused, according to a statement from the DA’s office.

“Several” of the men are “undocumented,” a law enforcement source said, although their individual immigration statuses were not immediately known. It was not immediately clear where they immigrated from, or when they arrived in the U.S.

Charges have not been filed so far against the homeless man in relation to the fatal stabbing; it was not immediately clear if he will be charged at a later date.

The investigation into the death is ongoing.

Raymont Robinson, 54, who slept across from Zapeta for three nights at Forbell Men’s Shelter in Brooklyn, and hung out with him several times, told the Daily News that Zapeta was “like an average guy,” who drank alcohol and smoked the synthetic drug K2 to the point where he would frequently space out in conversation, but did not otherwise act in a way that concerned him.

“He would sit in the park getting high right next to me,” Robinson said. “That’s how I knew he got high. It’s [K2], a synthetic drug. You smoke it just like marijuana. It smells like burning garbage.

“We slept side by side with each other. We hung out in the park a few times together. I mean, he seemed like an average guy, but I know that he get high.”

But, “it was never to where he got violent,” Robinson added.

In fact, Robinson said, Zapeta was the kind of guy he would feel comfortable leaving his 6-year-old daughter with for a moment while he ran to the store. “That’s what he gave off,” he said. “He was like an average guy.”

“We spoke on occasion. … He didn’t seem to be unusual or off-board in any way. We had regular conversations,” Robinson said.

“He just said that he’s trying to get his life together. Like a normal person. He’s trying to get himself together. You know, he wanted to be on his own. He tried to live with other people. You know, they didn’t like certain things, they would put him out, he would sleep on the train sometimes, sometimes he’d sleep in the park. I mean, the regular life of being homeless.”

Zapeta, 33, came to the U.S. from Guatemala in 2018, and was deported, but subsequently reentered the country and made his way to New York City.

The identity of the woman fatally burned on the F train has still not been released.

Robinson said he spoke with Zapeta on Sunday just hours before Zapeta allegedly committed the heinous crime.

“We just got done eating breakfast together. … He said, ‘I’m going to hustle.’ When he say he’s going to hustle, he’s going to open the door at Dunkin’ Donuts or McDonald’s. He opens the door and he looks for change.”

“That’s where I thought he was going. That’s what he normally go do. That’s his hustle. ‘I’m going to hustle, I’ll see you later on.’ I said, ‘All right, I’ll see you later on.’ I went this way, he went that way.”

Instead of his usual routine of holding the door open at Dunkin’ Donuts or McDonald’s for tips, though, Zapeta boarded the F train, riding it to the end of the line at Coney Island-Stillwell Ave., where he allegedly set fire to the sleeping woman as the train was stopped at the station. He then calmly fanned the flames with his T-shirt before sitting down on a bench on the platform to watch the woman burn to death in the train, according to authorities.

Zapeta was initially able to slip away from the police, who didn’t realize he was the one who had allegedly started the fire, but his image was captured on their body cameras and later disseminated to the public. He was arrested later that afternoon at the 34th St.-Herald Square station after three teenagers recognized him and called 911.

After his arrest, Zapeta told police he “drinks a lot of liquor” and “doesn’t know what happened,” Assistant District Attorney Ari Rottenberg said Tuesday.

Robinson said he was shocked when he heard what Zapeta allegedly had done. When other residents told him what happened, “I didn’t believe it,” he said.

Then he saw the horrifying incident on the TV news.

“I still didn’t believe it,” he said.

According to cops, between July 6 and Nov. 5, the thieves cornered 11 victims, most in the vicinity of E. 172nd St. and Sheridan Blvd., and stole items including cellphones, bikes, headphones, cash and jewelry. The victims ranged in age from 12- to 44- years-old, police said.

In several of the robberies, the gang also assaulted their victim and threatened them with a knife or a gun, police said.

Most of the robberies took place either late at night or early in the morning.

In the first incident, shortly after 11 p.m. on July 6, the group attacked a 19-year-old man walking near E. 172nd St. and Bronx River Ave. and stole his phone before running off, cops said.

The gang committed four similar robberies in August, four in September, one in October and one in November — all around E. 172nd St., according to police. In at least four of the heists, the thieves threatened their victim with a gun; one victim was pistol whipped, cops said.

None of the gang members have been identified, but one was caught on camera. Police are asking for the public’s help in identifying him and his associates.

The holdups come during one of the busiest travel times of the year, frustrating hundreds of customers trying to get home for the holidays.

Some trains have been canceled completely, including Acela 2122 between Washington and New York, and trains between New York and Boston and between New York and Philadelphia, the company posted on X Monday night.

On social media, the company cited several causes for the delays, including “crew issues,” “downed wires,” “equipment availability” and “signal issues.”

Company officials were urging travelers to check their train’s schedule before heading to the station.

The suspect started an argument with the elderly victim, and then struck him several times aboard a southbound 5 train as it approached the Fulton St. station around 6:10 a.m. on Dec. 20, police said.

The attacker ran away after the bloody confrontation, according to police. He was caught on camera wearing an orange hoodie, a black vest and a black baseball cap, and appeared to be wearing several chunky gold rings on his fingers.
